The Human Resources Strategy for Researchers (HRS4R) was established in 2008 by the European Commission with the aim of supporting institutions in the implementation of the principles of the Charter and Code within their practices and policies. The HR Excellence in Research award identifies institutions and organizations that foster a stimulating work environment and favorable working conditions.
In March 2017, IDIAPJGol signed a commitment letter to the Charter and Code with the objective of implementing, as far as possible, their policies and practices.
In May 2017, IDIAPJGol received approval of the principles of the Charter and Code and its commitment to the implementation of HRS4R.
Following this approval, the HRS4R Committee of IDIAPJGol was established, which developed its own Organisational Gap Analysis and Action Plan, with the goal of being recognized as a European research institute that promotes and stimulates a favorable working environment for research.
In June 2018, after the evaluation of our Action Plan, the European Commission granted our Institute the HRS4R accreditation, a quality seal that acknowledges the capacity to attract talent, create a favorable working environment, foster research, and enhance researchers’ careers within the European framework.
In December 2020, IDIAPJGol submitted to EURAXESS an internal review as well as our OTM-R policy, presented for the interim evaluation corresponding to the HRS4R Implementation Phase in which we are currently engaged.
In March 2005, the European Commission adopted the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, recommending their implementation to the Member States. These documents are addressed to researchers and to the institutions employing them, and they constitute key elements of the European Union’s policy to make research an attractive career path.
The European Charter for Researchers focuses on the roles, responsibilities, and rights of researchers and their employers. Its objective is to ensure that the relationship between both parties contributes positively to the process of creating, transferring, and sharing knowledge, as well as to the professional development of researchers.
The Code of Conduct for the Recruitment of Researchers aims to improve recruitment practices and ensure that selection processes are fair and transparent. It proposes several means of evaluating researchers’ merits, including the number of publications, teaching activities, supervision of individuals, teamwork, knowledge transfer, management, and scientific impact.
